The newest edition of the USPS–NRLCA Joint Rural Contract Administration Manual (RCAM) is now available and will be posted on the Postal Service’s MyHR site and the NRLCA website.
The RCAM is a jointly prepared resource that explains how the National Agreement should be applied to the issues it addresses. When a dispute arises, the parties must first check the RCAM to see if the issue is covered. If it is, the dispute must be resolved in accordance with the manual’s guidance.
The RCAM remains a “living document,” updated periodically as the NRLCA and USPS continue to narrow differences and expand their joint understanding of the National Agreement. All parties are encouraged to use the RCAM both to ensure contract compliance and to support more professional labor-management relationships.
