The newest edition of the USPS–NRLCA Joint Rural Contract Administration Manual (RCAM) is now available and will be posted on the Postal Service’s MyHR site and the NRLCA website.
The RCAM is a jointly prepared resource that explains how the National Agreement should be applied to the issues it addresses. When a dispute arises, the parties must first check the RCAM to see if the issue is covered. If it is, the dispute must be resolved in accordance with the manual’s guidance.
The RCAM remains a “living document,” updated periodically as the NRLCA and USPS continue to narrow differences and expand their joint understanding of the National Agreement. All parties are encouraged to use the RCAM both to ensure contract compliance and to support more professional labor-management relationships.

I was “lucky” enough today to watch a 72 year old
rural carrier go home sick from the heat.
Then the rest of our office had to divide up “her” route and
finish it.
Please, if you think a 72 year old woman with 250 delivers is
earning over 8 hours pay, your even dumber then I know you are!!!
Every one of our city carriers is on 8-hour restrictions from bogus doctor’s notes, and every damn day they bring back mail and parcels. And they work 5 days a week, or less! Total failures! Why can’t you city carriers just do your jobs? Too busy whining about nothing. So pathetic.
We’ve lost 3 CCAs in the last 6 months because they
left to become RCAs in other offices.
They said rural is the only way to go. Get paid to waste time.
One has been doing 2 routes a day and getting paid 16 hours
even though he works 10???
