Statement from National Rural Letter Carriers’ Association President Don Maston on Postmaster General Louis DeJoy’s Letter to Congressional Leaders Regarding the USPS MOU with the Trump Administration’s GSA and DOGE Agencies

The National Rural Letter Carriers’ Association (NRLCA) is analyzing the March 13, 2025 letter from Postmaster General Louis DeJoy to Congressional leaders regarding the United States Postal Service’s Memorandum of Understanding (MOU) with the General Services Administration (GSA) and Department of Government Efficiency (DOGE) under the Trump Administration. The letter informs Congressional leadership of the agreement with these agencies to assist his management team in “identifying and achieving further efficiencies.”

We have been in touch with Postal Service management to ensure the security and privacy of rural carriers’ information and have requested a copy of the MOU to know its full scope. We are closely monitoring the situation and taking appropriate steps to protect your information and our collective bargaining agreement. We are also in regular contact with the leadership of our postal union brothers and sisters and our attorneys to protect our collective interests.

PMG DeJoy’s letter goes on to list items that would improve the financial position and long-term sustainability of the Postal Service that are outside of its purview and are under the control of Congress or the Administration to address. We have advocated for some of those changes in the past and welcome an opportunity to discuss the merits of those proposals that address the sustainability of the Postal Service.

For rural America, the integrity of the Postal Service is not just a policy debate; it is a matter of daily survival. Our members ensure that essential goods, prescriptions, and vital communications reach the most remote corners of the country. Any operational commitments must reflect this fundamental obligation, rather than serving short-term political or corporate agendas.

The Postal Service is a 250-year-old public institution, not a private corporation, and its operations must always align with the core principles of universal service, reliability, and public accountability. Any arrangement that undermines these values or seeks to impose external corporate interests on the USPS is cause for concern.

The dedicated postal employees who deliver the mail should not be left to shoulder any consequences resulting from Elon Musk’s mandates. We remain committed to advocating for a Postal Service that prioritizes public service over politics and private profit, and we stand ready to work with lawmakers to ensure that USPS remains a pillar of rural communities and a lifeline for all Americans.
