Pending 2008 Mail count PO603 Revision on DPS Reviews Pending at Step 4 are 5 separate disputes involving Highway Contract Routes and Contract
Delivery and another 3 cases involving DPS implementation and DPS issues. In one case USPS arbitrarily suspended DPS to maximize
DPS processing for city delivery and simply stopped running DPS and then restarted DPS after a significant interval of time
in violation of the DPS procedures and processes and without adjusting compensation or returning the routes to sector-segment
or raw mail credit.

– The NRLCA announced that Former NRLCA Executive Committeeman Francis Raimer will be responsible for working to clear
the long term backlog of approximately 200 pending rural/city territory disputes.
Francis Raimer replaces Former NRLCA President Scottie Hicks who had been evaluating and attempting to clear the pending
cases until medical issues associated with heart bypass surgery and his farming interests prevented him from effectively working
on the remaining cases pending.
In the interim, an additional 100 cases
have advanced for a determination as to whether the parties in tri-partite pre-arbitration negotiations can resolve the cases.
Currently there are 7 cases pending arbitration that involve rural/city disputes
that the parties have been unable to resolve and which involve substantial impact to the rural carriers and city carriers
involved including territory representing multiple routes that could be switched from one craft to the other.
